Manually uploaded alerts now default to high severity

Alerts you submit yourself — through the upload dialog, POST /alert, or an abuse box — now come in at high severity instead of medium, so they sort and filter alongside your most urgent findings without a manual severity change.

Alerts created through an API source that has a configured severity are unaffected: that per-source setting still wins. Detection-sourced alerts are unchanged.
