AI alert summary on alert API responses

GET /alert, GET /alerts, and PUT /alert responses now include an alert_summary field containing an AI-generated summary of the alert. The field may be null while a summary is still being generated, when no visible summary exists, or when it is withheld for restricted users on redacted dark-web alerts. The summary is read-only and cannot be set via the API.
