Telco screenshots from uploaded alert images

Telco alerts created or updated through POST /alert and PUT /alert can now use uploaded image files as the alert's canonical screenshot when appropriate.
Doppel keeps the uploaded-file copy separate from the screenshot copy, so downstream review and enforcement workflows can display the screenshot while preserving the original uploaded evidence.
