Justification on audit_log queue-movement entries

GET /alert and GET /alerts audit-log entries now include metadata.queue_movement.justification when an alert is moved between queues, explaining why the move was made.
This lets downstream tooling audit and report on queue-state changes without having to re-derive the reasoning.
